Roman is Niko's cousin. He’s been living in Liberty City pursuing the American dream: fast cars, women, hot tubs, and luxury condos. At least, these are the things he’s been telling Niko about. Instead, he operates a taxi stand in Broker. A born optimist and a bit of a fantasist, Roman dreams big while he and his girlfriend, Mallorie decide whether to take each other seriously.
Elizabeta
For 10 years or more, Elizabeta has been a successful drug dealer in Bohan - successful because she kept things low-key and paid off or killed the right people. She knows that a crackdown on drug dealing is going to put her under scrutiny, and that her own narcotic consumption has spiraled out of control, making her dangerously paranoid and delusional.
Minor Characters
Little Jacob
Little Jacob is a Caribbean arms dealer who sells Niko weapons out of the trunk of his car. He and Roman are good friends.
Francis McReary
Francis McReary is a corrupt cop who has "dirt on Niko's past." He threatens to reveal this information unless Niko helps him by obtaining various memory sticks with information about his own corruptions from Lawyers and blackmailers alike. In one mission, he meets up with Niko in an area called Castle Gardens which is a coast-side hangout analogous to Battery Park overlooking the Statue of Happiness. He appears briefly in the third trailer, showed to be demanding orders to who is assumed to be Niko. He wears a black suit and tie, has a short moustache, and has slicked blonde hair with a strong side parting.
Tom Goldberg
Tom Goldberg is a lawyer working for Goldberg, Ligner & Shyster, a law firm based in Liberty City. In a demo presented to journalists by Rockstar, Niko receives a phone call from police officer Francis McReary asking him to kill Tom Goldberg. Niko then acquires a cab and heads to an internet café named TW@ café and submits a fake résumé to Goldberg, Ligner & Shyster using the game's internet browser. Niko schedules an interview with Goldberg, before picking up some business clothes. When Niko arrives for his interview, he lets Goldberg ramble on a bit about video game violence (a possible reference to anti-video game lawyer Jack Thompson) before using a 9mm handgun to assassinate Goldberg in his office, and then soon after ends up in a fire fight with law enforcement.
Lola
Lola is a prostitute who appears on promotional artwork for the game. She can be seen giving Niko a kiss on the cheek in the third trailer, "Move Up, Ladies". In October 2007, her character art was painted on the side of a building in SoHo, New York, advertising the game.
Karen
Karen is the receptionist at Goldberg, Ligner and Shyster. She directs Niko towards Tom Goldberg's office.
Vlad
In Vlad’s own mind he is a supremely powerful gangster who runs the Hove beach neighborhood of Broker with an iron fist, and doesn’t take crap from anybody. In reality, he’s a low-level Russian hood who’s trying to gain favour with more powerful criminals, while he runs minor protection rackets and talks a big game.
Manny
Manny is testament to the fact men can be reborn. Once a hard living hoodlum, who was there (and involved?) when people invented graffiti, hip hop, and breakdancing, he never wanted any credit - it wasn’t about ego for him. He’s now a man transformed and all about one thing: cleaning up the neighborhood, the kids and the streets. To prove it, he's having a documentary made - about himself, to record his struggle.
Brucie
Anyone who thinks modern man is having an identity crisis should meet Brucie. Brucie’s a serious fitness enthusiast, car nut and self appointed VIP. He’s also proof that sometimes, delusional white idiots can take the hip-hop thing a bit far. He's loud, he's proud and he's going to make sure you know just how much money he's got. He lives life large, just like men do in the magazines he reads. He’s got nothing but the finest women, cars, lifestyle accessories and anabolic steroids. That's how he rolls.
